The overall potential for methanisation by 2030 has been evaluated at 56 GWh of primary energy in biogas production. Non-hazardous waste storage facilities, energy recovery units and agricultural methanisation units contribute fully to the objectives of the green energy transition.
Biogas is produced by anaerobic digestion of recycled fermentable waste and raw materials from different types of industries.
Biogas is used for energy recovery when it is burned in a boiler to produce heat, in an engine to produce electricity, in a cogeneration unit to produce heat and electricity, injected into the natural gas network (after cleaning), or used as a vehicle fuel (after cleaning).
Companies that have a polluting activity or use polluting products must pay a global tax on polluting activities (Taxe Globale sur les Activités Polluantes, TGAP¹). In the case of storage of non-hazardous products in mainland France, it amounts to €54 per tonne of waste stored.
When the operator of a Non-Hazardous Waste Landfill can prove that the biogas generated by the waste is recovered to more than 75%, he obtains a reduction in the amount of this tax.
The tax is now only €37 per tonne.
For local authorities, the TGAP Biogas tax represents up to €3,700,000 for an average unit capable of treating 100,000 tonnes/year. This means a saving of €1,700,000 compared to the amount of the tax without the reduction.

A new decree determines the choice of measuring instruments. Since 28 December 2017², biogas is considered a combustible gas. As a result, the instruments used for the measurement of transactional biogas must comply with the European Directive 2014/32/EU, commonly known as MID-002. The use of measuring instruments that meet the requirements of the State is an essential criterion for obtaining the reduction in TGAP.
Ensuring the profitability of a non-hazardous waste storage facility can be a challenge. However, several tax incentives are available. However, it is necessary to be able to take advantage of them and prove that the operation meets the eligibility criteria.
